On September 16, 2026, the Union Cabinet approved raising the mandatory EPF wage ceiling from ₹15,000 to ₹25,000 effective the very next day. What Does the New ₹25,000 EPF Threshold Mean for Your Payroll?

The "wage ceiling" is the salary cap used to calculate mandatory EPF, EPS, and EDLI contributions. Under the old rule, any employee earning more than ₹15,000 in basic + DA could be kept outside mandatory PF coverage. Under the new rule, that line moves to ₹25,000.

→ Maximum mandatory EPF contribution (each side): ₹1,800 → ₹3,000 per month
→ Maximum pension for 35 years of service: ₹7,500 → ₹12,500
→ Additional employees expected to gain mandatory coverage: over 51 lakh
→ Added employer cost per affected employee: roughly ₹1,300/month - ₹15,600/year

That's not a rounding adjustment. For a mid-sized company with hundreds of employees in the ₹15,000–₹25,000 band, this single notification can reshape next year's payroll budget.

Is This Really Just a Payroll Change?

Three things make this change unusually consequential:

  1. It hit employers mid-cycle. The ceiling changed from September 17 mid-month, mid-wage-period. Payroll teams had days, not quarters, to figure out how to treat the September contribution: old ceiling, new ceiling, or a proportionate split.
  2. It quietly reclassifies people. Employees who joined after 2014 earning above ₹15,000 were often never enrolled in EPF at all. Many of them now fall inside the mandatory bracket for the first time which means new enrolments, not just recalculated contributions.
  3. It touches EPS pension math too. Because the pensionable salary cap also moves, future service will accrue pension benefits differently than past service did. Getting this split wrong creates problems that surface years later, not this quarter.
